(Plaintiff enforced an important public right in its suit to enjoin the school district from implementing a COVID-19 vaccination requirement for students which was preempted by state law adopting a comprehensive statewide school immunization policy with new immunization requirements imposed only by the state Department of Public Health, not individual school districts.  The published appellate decision in the case enforced an important public right by confirming for all the state’s residents that a local school district is subject to and must follow statewide procedures on school immunization established by the state Legislature.  That public benefit was achieved even if the school district ultimately delayed and then dropped its local vaccination requirement for other reasons.  The fact that the school district had acted for the commendable purpose of protecting its students did not immunize it from liability for a private attorney general fee award.  The Adoption of Joshua S. (2008) 42 Cal.4th 945 exception did not apply because the school district had acted in a manner that violated public rights, even if it acted in good faith in doing so.)
