A superior court lacks jurisdiction to review any order or decision of the PUC. Pub. Util. Code 1759. Hence, a superior court cannot hear a suit challenging the PUC’s response to a request for documents under the California Public Records Act. Gov. Code 6259 says that CPRA suits may be filed in a court of competent jurisdiction. Only the Courts of Appeal and Supreme Court are courts of competent jurisdiction to review the PUC’s acts.
