Under Gov. Code 11521, an administrative agency’s decision is subject to reconsideration for 30 days after entry or on the date the agency sets as the decision’s effective date, whichever is earlier. Here, the agency stated its decision was effective immediately, so it cut off any right to reconsideration. The hospital nevertheless filed a reconsideration motion. But the agency had no jurisdiction to hear it and so the motion did not extend Gov. Code 11523’s 30-day limit on petitioning for a writ of administrative mandate to challenge the agency’s decision.
